Abstract

This study aims to analyze a strategic mentoring model in zakat distribution as an effort to
empower zakat administrators (amil) in Bajuran Village, Bondowoso Regency. The main
challenges include suboptimal governance of zakat distribution, limited managerial capacity
of amil, and the lack of integration of accountability and transparency principles in the
distribution process. This research employs a qualitative approach using a case study method.
Data were collected through observation, in depth interviews, and documentation involving
zakat administrators and local community leaders.
The findings indicate that strategic mentoring consisting of institutional capacity
strengthening, the development of standard operating procedures (SOP) for zakat distribution,
data-based mapping of mustahik (zakat beneficiaries), and training in financial management
and reporting significantly improves the effectiveness and accuracy of zakat distribution.
Empirically, the mentoring program resulted in several measurable outcomes, including
improved managerial understanding among amil, the establishment of SOPs as operational
guidelines, the availability of a more systematic and verified database of mustahik, and
increased transparency in financial reporting to the community. These improvements
contribute to more accurate targeting of zakat beneficiaries and foster greater awareness
among amil of the importance of good governance principles in zakat management.
Substantively, the empowerment of amil through strategic mentoring not only enhances the
quality of zakat distribution services but also strengthens public trust in village-level zakat
institutions. This study recommends a sustainable mentoring model based on community
participation as a strategy to strengthen the institutional capacity of zakat administrators in
promoting professional, transparent, and welfare-oriented zakat distribution.
