This research examines the problem of narcotics and its abuse in Indonesia, especially in the Sempol area which has been declared under a Drug Emergency. Narcotics, often called NAZA or NAPZA, are substances that can have the effect of changing consciousness, loss of taste, and dependence. Even though legally the circulation of narcotics is recognized for medical purposes with a valid permit, their abuse is rampant, especially among teenagers, which has a negative impact on physical and mental health and triggers crime. This research uses qualitative research methods with a case study approach to understand in depth the phenomenon of narcotics abuse among teenagers. Data collection was carried out through literature studies of laws and regulations related to narcotics, statistical data on narcotics abuse, as well as mass media reports regarding the drug emergency in Sempol Village, Prajekan District, Bondowoso Regency. Data analysis was carried out descriptively qualitatively to identify the factors that cause narcotics abuse, the impacts it causes, and the prevention efforts that have been made, especially through counseling in secondary schools. It is hoped that the research results will provide a comprehensive picture of the narcotics problem in Kampar and provide recommendations for.
